Visio 2013 drops support for writing VDX files in favor of the new VSDX and VSDM file formats, and uses them by default. Visio Professional is also offered as an additional component of an Office365 subscription.

The Professional edition features three additional diagram types, as well as intelligent rules, validation, and subprocess (diagram breakdown). The Standard and Professional editions share the same interface, but the Professional edition has additional templates for more advanced diagrams and layouts, as well as capabilities intended to make it easy for users to connect their diagrams to data sources and to display their data graphically. LucidChart - A very solid alternative to Visio in a lot of ways.

It has an automatic layout feature that can instantly rearrange a diagram to be clutter-free and more readable, which is fantastic for big and complex flowcharts.

yEd Graph Editor - Very similar to Dia, except much more powerful and proportionally harder to use.

Keep in mind that these are NOT open source unless specifically noted in the description. Dia and Draw may be the best available right now, but a quick web search will turn up plenty of competitors that are just as good in many ways.
